What is dwell time?

Dwell time is the time a container, trailer, or driver spends idle at a facility, waiting for the next step in the move: a container sitting at the terminal after discharge, a trailer parked at a warehouse, a driver held at a dock past the appointment.

Dwell is the operational quantity behind the charges. Demurrage and detention are simply what dwell costs once it crosses free time, so every conversation about those invoices is really a conversation about dwell that nobody measured in time. It is measured node by node, as the interval between two events: discharge to gate-out at the terminal, gate-in to unload at the dock, appointment time to release for the driver. In the support queue it shows up before the invoice does, as appointment reschedules, check calls, and "has my container moved yet" threads.
